Promotion in 1974, habilitation in Munich in 1977. Professor in Berlin from 1978, in Bochum from 1982, and in Münster since 1995 (German and European public law). Director of Zentralinstitut für Raumplanung research institute for German and European public law at Münster university since 1996.
